City of Casey
Reconciliation Action Plan Campaign

CASE STUDY

From the outset, we knew this project couldn’t feel like a polished celebration. Reconciliation is an evolution - a journey, not a destination.

The brief

The City of Casey undertook the process of developing a Reconciliation Action Plan (RAP) and asked us to make two films throughout the process. We set out to craft two distinct works that are reflective, genuine, and grounded in truth.

Our Approach

We created two complementary films to explore different sides of the RAP—its public-facing vision and the people behind it. The first film is a community call out, inviting residents from across the municipality to engage with the council and voice their feedback on the RAP. We worked closely with the brilliant illustrator/animator duo Lee Arkapaw and Clem Stamation in the creation of this film, as her organic, painterly style emphasised the message’s inclusive, open and welcoming spirit.

The second film focused inward, spotlighting some of the passionate individuals working within Casey City Council to drive this process. Rather than relying solely on formal talking heads, we captured candid, in-situ moments; conversations, gestures and laughter that revealed the warmth, care and vulnerability behind the scenes. The final film features members of the RAP Working Group, the Aboriginal and Torres Strait Islander Employee Working Group and the wider organisation. It speaks to the importance of transparency when building trust between community members and government. The film weaves together collective reflections and looks ahead with hope and shared responsibility.
